The Cape Ann Star Fleet and Sandy Bay Yacht Club invite Star sailors and friends to join us for a weekend of spectacular ocean racing.
Schedule:
Governing Authorities - US Sailing and ISCYRA - Scoring: Low point No 'throw-out' races.
Prizes - "Ned Hay Memorial Perpetual Trophy" plus series skipper and crew (1st – 3rd) and individual race winner (skipper and crew). 1st place Junior, masters, Grand and Exalted teams may be awarded.
Entry Fee - $220.00 includes morning coffee and bagels, Saturday night refreshments & amazing grilled dinner for skipper and crew, launching fee, and prizes.
Guest Fee - $25.00 per guest for cocktail party and Saturday night dinner.
Housing: Local inns and bed and breakfasts can be found at www.rockportusa.com.

Updated to the 2 day format.
1 RULES
1.1 The regatta will be governed by the current 2023-2024: Racing Rules of Sailing (RRS) and the rules of the ISCYRA.
1.2 STCR 35.5 changes RRS 44.1 to a “one-turn” penalty as defined in RRS 44.2
1.3 All races count, No throw-out races
1.4 Additional rule changes may be provided in the sailing instructions supplement.
2 NOTICES TO COMPETITORS
2.1 COMMUNICATION
2.1.1 Notices to competitors will be posted on the official notice board located next to the Snack Bar.
2.1.2 The Race Committee will use VHF Channel 69 to make announcements to competitors and will attempt to announce boats that are OCS verbally and by VHF, however the failure of the Race Committee to do so shall not be grounds for redress. Competitors are encouraged, but not required, to monitor Channel 69 for race and safety information throughout the regatta.
2.1.3 From the first warning signal until the end of the last race of the day, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the Sailing Instructions or schedule of races will be posted before skipper’s mtg on the day it will take effect, except that any change in Sunday’s schedule will be posted by 1900 on Saturday.
4 SIGNALS MADE ASHORE AND AT SEA
4.1 Signals made ashore will be displayed on the flagpole.
4.2 Code flag “AP” with 2 sound signals displayed ashore means “The race is postponed - do not leave the harbor”. The harbor start will not be less than 5 minutes after “AP” is lowered.
4.3 Code flag “A” displayed, with no sound, while boats are finishing means “No more racing today.”
5 SCHEDULE OF RACES
Friday: Set up Rigging10:30am to 3pm & after 5pm
Boats can drop in and sail Friday. Please do not interfere with Sailing campers.
Saturday: 7 am - Boats can arrive and rig on deck or in reserved parking spots in front of club.
Sunday:
6 CLASS FLAGS
The class flag will be a blue flag with a white star.
7 RACING AREA
The racing area(s) are Inside (Sandy Bay) \ and Outside (Thatcher's Island) will be as shown on the attached chart.
8 THE COURSES
8.1 See laminated course chart "Ned Hay".
8.2 The course to be sailed will be posted on the RC signal boat, along with the approximate compass bearing to the first mark. Use Flag & Chart page "Ned Hay".
9 RACE COMMITTEE VESSELS
The Race Committee signal boat will display a blue RC flag. The line boat and mark boat will display a yellow “auxiliary RC flag.
10 MARKS
10.1 The marks will be yellow, green & orange tetrahedrons.
10.2 An offset mark may be used at the first windward mark.
10.3 Green tetrahedron for the Starting mark and yellow tetrahedrons for the rounding marks and finish.
10.4 New marks, as provided in S.I. 12, Change of the position of the next mark, will be identified with a black horizontal band.
10.5 Government marks or buoys must be honored with the exception of:
11 THE START
11.1 Races will be started using RRS 26, with the warning signal given five minutes before the starting signal.
11.2 The starting line will be between a staff displaying an orange flag on the Race Committee Boat at the starboard end and the port-end GREEN starting mark.
11.3 A boat failing to start within 5 minutes of the starting signal shall be scored did not start.
12 CHANGE OF THE POSITION OF THE NEXT MARK
A change of course after the start will be signaled before the leading boat has begun the leg, although the new mark (see SI 10.4) may not then be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration. If a subsequent change of course: a new mark is replaced, it will be with the original mark.
13 THE FINISH
13.1 The finishing line will be between a staff displaying Blue flag on the finishing vessel and the YELLOW finishing mark.
14 TIME LIMIT
14.1 The time limit will be 2 hours for the first boat to finish (amends ISCYRA 34.5).
14.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes may be scored Did Not Finish or scored as her current place indicates at the discretion of the Race Committee. This changes rules 35 and A4.
15 PROTESTS
15.1 Protesting yachts must notify the RC of intent to protest upon finishing.
15.2 Protests [are not encouraged] shall be written on forms available in the clubhouse and lodged there within Protest Time, which will begin when the Race Committee Boat docks, and will end 1 hour later.
15.3 The Protest Committee will hear protests in approximately the order of receipt as soon as possible.
16 SCORING
16.1 The Low Point scoring system of Appendix A will be used.
16.2 Three (3) completed races required to constitute a series.
16.3 No throw-outs.
17 SAFETY REGULATIONS
17.1 Each competitor shall check in on the starboard side of the Race Committee Signal Boat prior to the first race each day. Yachts failing to do so will be scored “DNS” (amends the definition of Start). Late arrivals shall notify the Race Committee.
17.2 Yachts withdrawing from a race, not starting a race, or retiring for the day shall notify a Race Committee vessel.
18 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per incident or the equivalent.
19 PRIZES
The Ned Hay Memorial Perpetual Trophy will be displayed to the overall winner. Overall prizes for the first to third places will be presented. Masters, Grand Masters, Exalted Grand Masters. Leading Lady, Leading Novice and others may be awarded.
20 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Participants must sign the Liability release form at Check-in to be part of the regatta.
